As a democracy, Indonesia upholds the rights of its citizens. Philosophically the rights of citizens are embodied in Pancasila as the philosophy of the nation, which is covered by the second precept of just and civilized humanity and the V-syllabus of social justice for all Indonesian people. In the context of human beings under a sovereign state, of course, have the right given, protected is also free to serve the state, and so people living in a social group have responsibilities and obligations to carry out the applicable rules. There is no difference in the rights and obligations of fellow human beings even though they have a diversity of cultures, tribes, languages, places of residence (geography), livelihood, the color of skin, religion, social strata, and others, have rights and obligations. As a member of the community interacting activities are routine, both perspectives of work, family relationships, and worship of course humans always try to get along with other humans. The process of getting along causes humans to be called social creatures even though there are differences between them in everyday relationships.
Interaction encourages people to form changes, influence each other, and have reciprocal relationships to good or bad. Mutual opinion and influence is important component of human beings in the preservation and sustainability of community life, which can be called community harmony. In life, the nature of adaptation to the social environment must be done both in terms of behavior, rules, customs, and values, this is what humans do to interact with the cultural environment. Maintaining community harmony can seek to maintain unity or avoid social conflict, but the nature of mutual influence has the potential to give birth to cultural revolutions such as tensions in people’s lives. One of the conditions of the cultural revolution is the attitude of the leader or government in providing a sense of security, policies, satisfaction, and people’s desires.
One of the phenomena of the cultural revolution is the clash of vaccination policies with human rights in people’s lives. Vaccination activities are set by the government to deal with the coronavirus disease outbreak 2019 (covid-19), where the disease is transmitted from consuming bats by humans then the virus spreads to humans through enzymes in human respiratory organs. The beginning of the emergence of covid-19 began in the Wuhan region of China. By WHO stated there are 232,636,622 infected with covid-19 including in the territory of Indonesia. To control this outbreak, Indonesia prevents respiratory infections by carrying out health protocols (prokes). Prokes such as maintaining distance, washing hands, and wearing masks are new for most Indonesians because Indonesian people are people who have high social traits and like to get along, carry out customs, carry out various cultures and beliefs in a crowded manner, happy to visit. Plus the rapid development of technology, making information technology present in community activities can receive information, news, as well as fast discourse and provide the potential for less credible information to the covid-19 vaccine phenomenon.
Technological developments such as mobile phone television, networking, Microsoft, iOS, and Android are impacting society. What happens in parts of the country can be accessed instantly, the phenomenon of vaccination participants experiencing paralysis can be obtained in just seconds, technology users can interact without restrictions on distance, place, and time. The presence of information technology in people’s lives makes it easier for humans to obtain information but on the other hand can decrease compliance with government policies to control this outbreak, because less valid information is easily circulated. As Indonesian citizens, people certainly have freedom of opinion and live their respective lives, on the other hand, the community is required to be able to select accurate information and keep the situation conducive. People who have rights and abominations are required to follow vaccination activities by the specified rules. In the implementation of vaccination Indonesian citizens are encouraged to participate, although, on the other hand, it has the nature of independence to choose vaccination or refuse, while also having its limitations as an Indonesian citizen in terms of taking the policy, this is called monodualis. However, over time vaccination activities experience various obstacles, ranging from reduced citizen participation to vaccine rejection. Some residents of the Samatiga district of West Aceh district are reluctant to be vaccinated on the pretext that there is work that cannot be delayed as if they do not have time to be vaccinated. In other parts of Aceh, some people blocked the vaccination process by going to the vaccine site organized by local medics by violating health protocols and damaging tables, chairs, documents, and medical devices as happened in the Susoh district of Southwest Aceh district late last September.
Culture is formed by the presence of message producers, in society, there is a relatively different encoding of messages between members of the community. The state of Indonesia is a country that has various ethnicities or has heterogeneity with characteristics that are certainly different. Beginning the end of the new order of culture with local wisdom that upholds unity begins to face challenges with the presence of new message producers in people’s lives. With freedom of opinion, some people become apathetic and leading to anarchists, especially during pandemics that many news that is not credible. As if the condition of the covid-19 pandemic is no worse than circulating information about the post-vaccination effects.
The view of vaccination for some people is clear, some of them have a high enthusiasm for a vaccination with the understanding that after the immune vaccine increases in the presence of antibodies against covid-19. Part of it needs the legality of vaccines that are harmless and legitimate according to Islam. Some still do not understand the usefulness of vaccines and still assess that the covid-19 vaccine can cause paralysis and death. Some who refused to believe the body examination of vaccine participants carried out by vaccination officers was less effective such as a history of undetected diseases that can interfere with post-vaccine immunity and paralysis. Some others refuse because of the alarming content of vaccines, the presence of harmful substances and molecules that can change the function of organs. The news of the existence of chip technology in the molecule adds to the noise that was originally conditioned turned into apathy. Some are forced to vaccinate on the assumption of complying with the policy, even though vaccine participants have diseases such as high blood pressure, acid reflux disease, etc.
So vaccination becomes a means to overcome the covid-19 pandemic, following the policies of countries that have participated to the country and nation, taking into account its obligations as citizens. Many residents are still waiting for vaccinations to maintain harmony even in the safe area of covid-19. It is a common concern that there are citizens who exercise their right to take policy, citizens who are apathetic to health protocols, still, freely interact regardless of the spread of the coronavirus disease 2019 which is dangerous. A monoduciary creature should respond wisely to vaccination activities by paying attention to his obligations as a citizen also trying to keep the situation conducive in society.
